Tenants' Rights Ad-Hoc Committee

The Tenants’ Rights Ad-Hoc Committee was created to address housing instability, promote safe and healthy rental housing, and advance the City’s Master Plan goal that “Anyone, no matter what age or income, can find a place to call home in Ypsilanti.”

Created in September 2025, the Ad-Hoc Tenants’ Rights Committee is set to operate until September 2028, after which City Council shall review its progress and consider it future status.

Duties and Responsibilities

  • To research and propose ordinances for Council’s consideration, including tenant right of first refusal and just-cause eviction policies, pre-tenancy fee reforms, etc.
  • Develop and recommend strategies for education and empowerment
  • Serve as a forum for receiving public comment and tenant-landlord issues
  • Engage with landlords and stakeholders to promote best practices
  • Track housing data and provide annual reports to Council on tenant housing
